VMM Portal Page Access Denied

I am trying to build some restricted roles and one of my roles needs the VMM portal from Home > Virtual Machine Management. Normally I can just give read access to the portal page from Settings > Notification Server > Console Settings > Portal Pages as well as Settings > Notification Server > Console Settings > Views. When I do this for VMM I still get access denied. There is nothing in the logs about the deny like a typically see when a user is blocked. What permissions are needed to make this work?
