Package Servers Package Progress Resetting to 0% Downloaded

Hello all,

We are trying to replicate some larger packages to all of our Package Servers in our 7.5 environment and there are a few that seem to be resetting the percentage of downloaded to 0% of the complete package.  This is only happening on about 5-7 servers.  We have been trying to download these packages now for weeks but these few servers are "stuck" at trying to download the packages.  It also seems they are not caching any portion of this data as it seems others have been. 

Does anyone have any ideas what would be causing this?
