Altiris PM 7.1 deliver patches but not install them?

Hi the

I heard that Altiris has capability to deliver patches to windows servers by setting the date way far in the future (say, year 2020), but not to install them? Is it true? Also once Altiris delivered patches to windows servers, besides of windows administrators who else could be able to install those patches, and how they could install them? Is it through Altiris client SMA?
