Monitor Solution: Expected alerts are not appearing in the Event Console

Has anyone come across Monitor Solution not firing off alerts as expected?

There is a KB to resolve which works,

But was wondering whether anyone proactively mitigates this with weekly tasks or some such? If anyone knows behind the scenes whether this is resolved in the next release that would be terrific ;-)
