WinPE 5.1 will not install

I just got Ghost 3.1 up and running and already having problems. 

When I try to install WinPE 5.1, it says "The specified location does not appear to contain Winpe 5x files, or contains a version not compatible with Boot Disk Creator."

I have tried everything I can think of and I have no idea why it's being so temperamental. 

I got the link from Symantec, and downloaded the ADK. 

I confirmed the ADK was PE for Windows 8.1

I confirmed it installed to "C:\Program Files (x86)\Windows Kits\8.1\

I confirmed .Net 4.5 was installed.

I confirmed there actually was a WinPe.wim file in the folder. 

I REIMAGED the PC to a barebones install and repeated everything above. 

What am I doing wrong?
