Automation Policy & Hierarchy

When I create an Automation Policy on the Parent NS, the Child NS gets it via replication which ends up sending me two emails when policy runs.

Does this mean all Automation Policies must be created on the Child NS to not receive two emails?  

What if I have an Automation Policy that deal with Asset which the Child NS won't have the information.  What do I do then?
