Remove/Disable "Save and create new" button on Resource Page

Is it possible to remove, or disable, the "Save and create new" button on the Edit/Create Resource page?

Basically, I have some custom security roles set for scoping. Location A can see and edit their resources, Location B theirs, and Location C theirs. What I do not want them doing is creating new resources. No computers, no monitors, no nothing. I thought I had this accomplished until one of my testers selected this button on the Edit/Create Resource page. They were able to create a new computer resource.

I'm not worried about aesthetics. So, if the button remains, that is fine. I just want to disable specific Security Roles from being able to create a resource.
