WF Server on Windows 8.1

I'm trying to get a WOrkflow server running on a Win 8.1 desktop for testing purposes.The machine is not on a domain.

Its been a challenge. My latest challenge is that when trying to deploy a project the Standalone Server is not available. What am I missing? My user account is set as administrator and UAC is disabled. IIS is instllaed with IIS 6 Compatability.

Any ideas?
