Application metering - cannot block application when ran as a process

Hello

We have SMP 7.1.

I successfully set up my blacklisted application policy to block BitTorrent / uTorrent applications from running when the user executes the application directly. However, I noticed on computer startup, BitTorrent and uTorrent startup automatically as background processes and my policy was not able to block them.

Is there a workaround to this problem? How can I block these applications from ever running automatically on computer startup or as background processes?
