Configure roles (Patch remediation Center)

Hi, 

I need to configure new permissions to create/distribute policies and packages in the "Patch remediation Center", but the context menu does't display:

I have already tried to include the "Patch Management Administrator" and "Patch Management Rollout" roles but I think that some heritage is lost.

Could you help me with the correct configuration to appear this menu and properties, please?
