Symantec Management Console - Software-based usage tracking configuration.

I need a solution

I have just upgraded our Management console and the agent plugins etc from 7.0 to 7.5.  We have the Altiris Inventory Solution also.  What I would like to be able to do is monitor/report on application usage to better manage our licensing.  i.e remove a users install of MS Project if they have only used it once in the last year.  Reading through the Symantec Inventory Solution 7.5 SP1 powered by Altiris technology User Guide it looks like Software based usage tracking is the way to go but I don't seem to have the correct views/fields.  The guide says:

You can enable the software-based usage tracking option for the
managed software products and view gathered usage tracking data in
the Symantec Management Console Software view.
You see the Software view in Symantec Management Console if you
install Symantec Management Platform 7.5 SP1 and any of the following
full suites:
■ IT Management Suite
■ Server Management Suite
■ Client Management Suite

We dont have any of those suite's as they are all paid products?  So my question is "Must I have one of those in order to be able to track software usage?"

If so what good is the Altiris Inventory solution on its own?
