Agent CA and Server CA SSL certs are missing (required for CEM, created during SMP install with SIM)

I need a solution

Working on setting up CEM and I (freshly walking into the issue), am noticing that the Agent CA and Server CA SSL certificates are missing in the Trusted Root Certificate Authority of the local computer on the Notification Server. The install was completed in June/July of 2014.

A repair of the specific product, Symantec Management Platform, did not recreate the SSL certificates. I know you can look in regedit at HKLM\Software\Altiris\eXpress\Notification Server\CA and see the thumbprint of the SSL certificates, just to validate that the Agent CA/Server CA was in fact created. There are thumbprints there. Which leads me to believe that the SSL certificates did exist at one time, but were removed (not sure how).

Where I stand right now;

-Unable to add the "Symantec Agent" IIS page using the console, the page is unresponsive, or pretends to add the Symantec Agent IIS site for CEM, but it is unresponsive

-Unable to locate/recreate the Agent CA/Server CA SSL certificates

Right now, I am attempting to recreate the Agent CA/Server CA SSL certificates in my lab, but I wanted to also get the question out on connect and see if anyone else has crossed this bridge before.
