No PXE after DHCP migration

I need a solution

We are in the process of migrating off of a lot of old 2003 Servers and consolidating physical hardware.  As such, replaced a domain controller and moved onto a 2012 R2 server.  We've also moved the DHCP role from an existing 2003 server which was previously our PXE/DHCP server (10.1.1.99) to the new DC (10.1.1.140).  DHCP has been removed on the old 2003 server as we aim to decomission it soon.

Ever since we've removed DHCP on PXE server, our endponits that are configured to boot via NIC be in an endless DHCP lease loop.  Some return a messsage "ProxyDHCP service did not reply to request on port 4011" but then ultimately boot to the HDD.  

My question is that what is required to resolve our PXE boot issues?  I've enabled option 060 on our new DHCP server.  They are also on the same VLAN, which I've seen could be an issue if they're on separate VLANs.  I have to believe that DHCP and PXE services can live on 2 different hosts.  FWIW we're on v6.9 of Altiris.
