Altiris Report Security Popup Message

Altiris users that access reports in the console keep getting message " Your currrent Setting do not allow this file to be downloaded" when they click on any reports and they are not able to export the report to spreadsheet and that's the message they get again when they try to save file to CSV or Spreadsheet. I checked  permissions but nothing has changed.  I thought it maybe browser security issue but have not been able to find cause of it.  I appreciate any help or guidance on this.
