PCAnywhere - Cannot launch from console

Hi all, been experiencing this lately. I cannot launch pca QuickConnect from the console, from any machine. I can launch pca QuickConnect "manually", but not from the console. The following displays in the windows event logs:

 Couple things to note: 

pcAnywhere is intalled on the SMP, but the policy keeps failing with 1001 (it keeps re-trying). 

The pcAnywhere Host Service on the SMP keeps stopping. It will start for a few minutes, then stop. 

Not sure if either is related. Any help is much appreciated. Thanks!
