Still PXE-E32

I need a solution

I have been trying for the past 2 weeks trying to get the PXE server working. 

PXE server is on local subnet (.251.xxx).  DHCP server is on .247.xx.  Have DHCP settings correct for IP of PXE server (DHCP option 66) and BStap.0 file (DHCP option 67).

Checked the services for BootP/PXE/TFTP and they are all running on the PXE server.

Keep getting PXE-E32 Timeout error. 

Ran WireShark network sniffer on PXE server.  Saw that it was receiving BootP Notify and ACK msgs from DHCP server but nothing was being sent out of the PXE server to the client machine.

Tried Windows FTP manually from the client machine to the PXE server and was able to successfully GET the BStrap.0 file from the PXE server using the same path in the DHCP option 67.

What could cause the PXE server to not reply to the DHCP BootP request?  What settings may I have screwed up in setting up the PXE server.
