Level 2 Workers cannot see Right Click-User Defined

Good afternoon everyone.  I have created a WOL right click task under Settings->Notification Server->Right Click Menu->User Defined but Level 2 workers cannot see it.  Going thru Security Role Manager and Account Management, everything looks right.  Is there another step or place I need to check?
