Install 7.1 issue plus RU8 upgrade issue

I need a solution

Salutations,

I have recently transfered to our companies Life Cycle department and am new to Notification server. I have two missions to complete right now. The first is to learn the product. The second is to upgrade our production environment to RU8.

Unfortunately I am running into a few challenges right off the jump and am seeking a little guidence. Let me say thanks in advance for any help you are able to provide. 

 

The first issue I have is in simply trying to install the software on a test box. This is just for the purpose of learning. Unfortunatelty I am not gettting very far and I suspect the problem is inherrant in the software, probably because it is older, rather than anything I am doing but I can't be certain of that.

I am installing 7.1. I let the installer install SQL Express which it completed successfuly. Then I ran SIM. It crashed with a message box: Symantec Installation Manaer has encountered a fatal exception and cannot continue. Please see the log file for more information. Looking at the log file it appeared to have had a problem downloading a *xml_tmp file. No problem, made sure the firewall was off, site in trusted sites, downloaded the file manually and placed it in the designated directory.

The Installation manager crashed with the same message box. Now when I look at the log file it indicates the download was successful and then reports an uncaught exception in the installation manager application. And thats about it.

One thing I have noticed is in all the error files it list an unrecognised date format error. That makes me wonder if it's just refusing to allow it ot install based on the age of the software. But I need to model what I have. Anyway...so far...so not good.

 

Then I decide to go ahead and upgrade our dev server with MP 1.1 and RU8. The installation went fine except that now the darn console won't work. I get a page with the following...

I am getting pretty fed up at this point. Two things that should have been as easy as falling off a log have both failed in critical, I am totally broken, ways. Any help you can provide would be great!
